The Jammu and Kashmir government has expressed concerns over the lack of compliance by employees in registering on the Karmayogi portal, which is designed to enhance core competencies and improve public service delivery.
Officials have been instructed to ensure that employees immediately register on the platform and enroll in Competency Assessment Tests (CAT). Mission Karmayogi, implemented through the iGOT Karmayogi platform, serves as a comprehensive digital tool for capacity building, aimed at enhancing governance and execution capabilities among civil service officials.
Despite repeated directives, many employees have yet to complete their registration on the platform. This has been taken seriously by the authorities, with Commissioner Secretary General Administration Department (GAD), M. Raju, issuing an order for strict adherence to these instructions. The order mandates administrative heads to ensure all employees under their jurisdiction register and participate in the assessments, with progress reports to be submitted to the GAD.

The platform is part of the National Programme for Civil Services Capacity Building (NPCSCB), a flagship initiative by the Government of India to develop the skills of government employees and institutions. It allows employees to use government email IDs to register and participate in tailored competency assessments that identify skill gaps and enhance capabilities.
The iGOT Karmayogi platform provides "anytime, anywhere" learning opportunities for over two crore users and offers curated training content from leading institutions and experts. It is envisioned as a dynamic, world-class e-learning marketplace, supported by the Framework of Roles, Activities, and Competencies (FRACs).
To streamline the registration process, the government has decided to appoint nodal officers for the MDO (Mission Digital Orientation) portal in each department. These officers will facilitate employee registration. In the education department, nodal officers will soon be assigned to oversee teacher registration. Teachers will then log in using their registered mobile numbers and access the portal via OTP verification.
