In a landmark move, the Ministry of Home Affairs (MHA) issued a notification on October 13, 2024, announcing the revocation of President’s rule in Jammu and Kashmir. This crucial step follows the results of the recent Assembly elections and clears the path for the formation of a democratically elected government in the Union Territory.
The notification, signed by President Droupadi Murmu, invokes powers under Section 73 of the Jammu and Kashmir Reorganisation Act, 2019, in conjunction with Articles 239 and 239A of the Indian Constitution. The order from October 31, 2019, which placed the region under central rule following the abrogation of Article 370 and the bifurcation of the state into two Union Territories—Jammu and Kashmir, and Ladakh—has now been officially revoked.
This revocation will take effect just before the appointment of a new Chief Minister, in line with Section 54 of the Jammu and Kashmir Reorganisation Act. With this, the National Conference-Congress alliance, led by Omar Abdullah, is set to form the next government after their electoral win.
President’s rule had been in place since 2019, following the dissolution of the state assembly and the political reorganization of the region. The revocation of central rule marks a new chapter in Jammu and Kashmir's political landscape, re-establishing local governance in the region after five years of direct control by the
Centre.
