In a significant move, the Intelligence Bureau (IB) operating under the Ministry of Home Affairs (MHA), has announced a substantial increase in allowance rates. According to an official memorandum dated April 12, 2024 the rates of allowances have been revised with a 50% hike in Dearness Allowances (DA). This revision is effective from January 1, 2024.
Key Highlights:
1. Children Education Allowance (CEA):
- Existing rates:
- CEA: 2250 Rs./Child
- Hostel Subsidy: 6750 Rs./Child
- CEA for children with special needs ("Divyang"): 4500 Rs./Child
- Revised rates:
- CEA: 2813 Rs./Child
- Hostel Subsidy: 8438 Rs./Child
- CEA for children with special needs ("Divyang"): 5625 Rs./Child
2. House Rent Allowance (HRA) based on city classification:
- X or A cities:
- Existing: 27% of Basic Pay
- Revised: 30% of Basic Pay
- Y or B cities:
- Existing: 18% of Basic Pay
- Revised: 20% of Basic Pay
- Z or C cities:
- Existing: 9% of Basic Pay
- Revised: 10% of Basic Pay
3. Effects on Tour/Transfer TA Claims due to revision of DA by 50%:
- Hotel Accommodation:
- Pay level 14 & above:
- Existing: 7500 Rs.
- Revised: 9375 Rs.
- Pay level 12 & 13:
- Existing: 4500 Rs.
- Revised: 5625 Rs.
- Pay level 9 to 11:
- Existing: 2250 Rs.
- Revised: 2813 Rs.
- Pay level 6 to 8:
- Existing: 750 Rs.
- Revised: 938 Rs.
4. Reimbursement of Travelling Charges for Travel Within the City (Touring Station):
- No change for pay level 12 & above.
- Revised rates per day or per km for lower pay levels:
- Pay level 9 to 11: No change
- Pay level 6 to 8: 423 Rs./day (previously below 338 Rs.)
- Pay level 5 & below: 123 Rs./km (previously 15 Rs./km)
5. Reimbursement of Food Charges/Lump Sum Amount or Daily Allowance:
- Existing rates per day:
- Pay level 14 & above: 1200 Rs.
- Pay level 12 & 13: 1000 Rs.
- Pay level 9 to 11: 900 Rs.
- Pay level 6 to 8: 800 Rs.
- Pay level 5 & below: 500 Rs.
- Revised rates per day:
- Pay level 14 & above: 1500 Rs.
- Pay level 12 & 13: 1250 Rs.
- Pay level 9 to 11: 1125 Rs.
- Pay level 6 to 8: 1000 Rs.
- Pay level 5 & below: 625 Rs.
6. Journey Performed by Own Car/Taxi, Auto Rickshaw, Own Scooter, etc.(where no specific rate is prescribed):
- Existing rate per km: No change
- Revised rate per km: 15 Rs.
7. Transportation of Personal Effects by Road on Transfer, etc.
- Existing rates per kilometer based on different pay levels:
- Pay level 14 & above: 7500 Rs.
- Pay level 12 & 13: 4500 Rs.
- Pay level 9 to 11: 2250 Rs.
- Pay level 6 to 8: 750 Rs.
- Revised rates per kilometer:
- Pay level 14 & above: 9375 Rs.
- Pay level 12 & 13: 5625 Rs.
